Council Deliberates this Tuesday, November 27, at 10:45 a.m. on Final CAO draft
This Tuesday, November 27, may be the Council's final review of the Critical Area Ordinance ("CAO"). State law mandates that a consistency review must take place; however, the Council has not come to agreement among themselves as to what that consistency review will be. Will it be to compare each of the four sections to the others for consistency? Or, will it also be to compare the CAOs with the State's GMA Goals and/or the County's Comprehensive Plan?
Last Wednesday CSA Attorney, Sandy Mackie, of the Perkins Coie law firm, delivered a comment letter to the Council on behalf of CSA in which he makes it clear that the proposed CAO is neither consistent section to section, nor is it consistent with state law. His letter may be downloaded below.
Public Comments can be made in writing to the Council at email@example.com or orally in the Public Comment period at 10:45 a.m. As scheduled at this time, this day will be the public's last opportunity to comment publicly to the "Lame Duck" Council on the new CAO regulations as proposed. Whether you speak publicly or not, your attendance at this meeting is requested. Please show unity by wearing red.
The Council's regular meeting will begin at 10:00 AM. Limited videoconferencing will be available at Lopez and Orcas libraries for public comment at citizens access on any subject at 10:00 a.m. and for comments on the CAO at 10:45 a.m.
The Agenda is available at the County Council website. The folders at the end of the agenda items contain the draft ordinances. The Video of the meeting will be streamed live during the meeting or available the day after.
This meeting will be held in the Legislative Hearing Room, 55 Second Street, Friday Harbor. If you have any questions, you may contact Ingrid Gabriel, Council Clerk, at (360) 370-2898.
By the way, the CSA website has been under construction. Please watch as we continue to update the site and this Newsletter.
